Outlook 2000 under XP - tools, services not there

I have installed Office 2000 in the Windows XP environment with SP3.  Under
"tools" there is no longer a "services" which would allow me to add an
address book (such as ACT).

Do you have an "Email Accounts" entry on the Tools menu? If so, you're using
OL2000 in Internet Mail Only mode. More on the modes of Outlook 98 & 2000
here:

In short, Internet Mail Only mode doesn't allow for other address books like
Corporate/Workgroup mode does
