Updated Contacts entries not showing when you use Contacts in emai

Hi,
I have a client who is using Outlook 2000.
They can create new contacts ok, but when in  an email and the click the
"To:" button, the new contacts don't show up in the contacts list.
They do show up in the Contacts segment in the main application.
There are no duplicate Contacts options, like when you have two and the new
entries are going into the one that isn't the default contacts file.
This user has upgraded from Office 97 but cannot say if this problem has
been happening because of the upgrade or if it happened before the upgrade
too.

Any help is appreciated.

Ensure that these Contacts have valid, resolved email addresses and are
being created in a Contacts Folder that has been enabled as an email address
book.
How are you certain these Contacts are being created in the same Contacts
Folder the Address Book is displaying?

I created a contact in their Contacts using my own email address, so the
email addresses are reolved and valid.
How do I confirm which contacts folder is being displayed by the address book?
This would seem to be a possible reason the changes aren't in the address
book.

Is this Outlook 2000 in Corp./Workgroup mode?
If so, look here:
Tools > Services. Make sure the Outlook Address Book service is listed. R
click on the Contact folder or folders you want the OAB to display, choose
"Properties", go to the Outlook Address Book tab and check the "Show this
folder as an E-mail address book" box. Make sure it is listed in the Outlook
Address Book dialog under Services. You may also need to go to Tools >
Options > Addressing Tab and choose to show your Contacts folder.
