I am trying to email a number of contacts from the Public folder.  However,
there seems to be no way to send email from the contact list sublists.  Is it
possible to send via the sublists?

I am not really concerned with the nature of the solution, I just want to
set up the contacts in the public folder in such a way as to be subdivided
into different catagories, but still accessible for emailing, both as part of
the total group as well as part of the individual catagory.

Thank you!

Have you tried dragging the selected Contacts to your Outbox?
