Issue opening a password protected 'pst' file after upgrading

I had backed a password protected outlook.pst file (office 2003) on a
CD. Upgraded my PC from XP to XP Pro - reinstalled office. Now I cannot
open the backed up pst file. Is there away to recover the data from the
backed-up pst file??

Is your issue that you forgot the password?  Can you be more specific?

Assuming you know the password, make sure you copy the PST to the hard drive
and remove the read-only attribute.  Then open the PST in Outlook with
File>Open>Outlook Data File.  It should ask for the password.
