I use Office 2003 and Win XP Professional.

Is there a way to omit or suppress the automatic insertion of the area code
for local telephone numbers for Contacts. I would like to do this so that
when I export a vcf file from my computer to cellphone the local area code
will not be imported.

No. That behavior is hard coded.
