The "Contacts2" that you describe is, then, the Contacts folder in the
person's delivery location message store; i.e., the "Outlook Today" set of
folders.
> When the user goes to send a new email the default list being shown is
> Contacts1.

If the address book shows two Contacts folders and if you can see names in
each when you select one or the other in the address book, then both
Contacts folders must reside in a message store defined in the person's mail
profile.
> How can I find out where both contact lists are located?
The Address Book can get corrupted and show folders that may not exist. If
you select one of those folders in the "Show names from the" drop-down and
you get an error, then the folder doesn't actually exist and you'll have to
correct the address book corruption. That can often be done in the address
book with Tools>Options, selecting the folder that doesn't exist, and
clicking Remove. Otherwise, the Outlook Address Book service needs to be
removed from the mail profile, Outlook stopped and restarted, and the OAB
service added back in.
> How can I set the default contact list shown for when the user
> composes a new email and chooses to whom the email is being sent?
At the top of Tools>Options in the Address Book interface.
