I just implemented Exchange 2003 and imported data from PSTs.  We now have
the problem where any person can see any other person's contacts and calendar
by default.  Is there someplace where I can shut this behavior off?

Check the permissions settings in Active Directory Users and Computers. The symptoms indicate that they're set too loosely, probably for a container or group.
