I want to search the Contacts database for all contacts within a zipcode
range, i.e. for northern New Jersey where zipcodes start with 074 to 079.
Obviously the use of wildcards would be helpful but Outlook doesn't seem to
allow them?

In OL2003 you can use the Query Builder in Advanced Find to look for zip
codes that contain 074&, 075&, 076&, 077&, 078& or 079&

The & character is an SQL wildcard.

BTW, I consider where I live 'northern NJ' and my zip is 07002, although I'm
not as far north as my parents whose zip code fits your criteria.
