You know how when you add a contact, it automatically puts in the area code
that you have configured in you dialing properties?
How do I stop that?
Or how can I not configure a dialing property. I went to the dialing
properties, tried to delte the location, an it wont allow me. I tried to edit
it and change the area code to BLANK, it wont allow me to do that either.
There must be some way to hack the regisrty so that either
A: it doesn't auto populate the area code to my contacts,
or
B: it allows me to delete the dialing property

You cannot change how Outlook masks phone numbers. There shouldn't be a need
to if you set your dialing rules correctly. You can ask in one of the OS
groups about Windows dialing rules, or read the KB.

I work in an area that doesn't have an area code, nor do we have modems
installed.

You are asking a Windows question, not an Outlook question. Ask in the
appropriate Windows telephony group.
