Transfer Data from one computer to another, both use XP Profession

Every time I try to transfer my contact folder to the new hard drive, I get a
message that the file can not be imported because the ......pst file is not
compatible with this version of the Personal Folders information service.  
This doesn't make sense because both computers use Windows XP Professional.  
Am I missing some type of patch or upgrade.   Is there a work around I can
use?

First, exporting is never the correct way to transfer Outlook data.
Second, your operating system is not relevant, your Outlook version is.
Indeed, if you export from Outlook 2003, that file will be incompatible with
every other version of Outlook--one of the primary reasons not to export.
Instead, you copy your Contacts data to an Outlook data file that is
compatible with the other version of Outlook, then open that data file in
the other version.
