I run Outlook 2000 (SR-1) for business and Outlook
Express 6 for personal use.  I also operate two distinct
identities on OE 6.  Can I have different Contact lists \
address books in each of Outlook, and the two identities
in OE 6?
If so how?

That depends on which mail support mode of Outlook you are using. Look at
line 2 of Help | About if you don't know.

The version of Outlook 2000 is Internet Mail Only.
Outlook Express 6 doesn't specify further version
information.
I have the Office 2000 Standard CD - if the version I
have loaded won't do it does the CD have a version I
could use?

If you're using Internet Mail Only mode, you need to setup OS level user
profiles (in Win9x you can set them up here: Control Panel > Password applet
> User profile tab)

Also in IMO mode if you installed Outlook before setting up user profiles
you've got to delete this key in the registry after you've logged in as a
'new' user (to eliminate the profile that's copied to each new user from the
original user):
HKEY_CURRENT_USER\Software\Microsoft\Windows
MessagingSubsystem\Profiles\Microsoft Outlook Internet Settings

When you startup Outlook the first time it will recreate that profile for a
new user with a new PST file.
