Go to Tools | E-mail Accounts, select View or change existing directories or
address books and click Next. Select Outlook Address Book in the list and
click Change. There you can remove any contacts folders you don't want to
show up when you click To, CC or BCC.

There is only one address book there and it is the correct one.

Try removing the Outlook Address Book and re-adding it.
