Can't attach a pst file to an email

Trying to email my contacts from home to work.  Using XP, Outlook 2003
w/SP 2.  When I export a file to desktop in pst format, the icon
appears on the desktop.  Then when I create an email and try to attach
it, it says operation failed.  Why can't I attach the pst and email
it?  It worked for me at work today when I exported my business
contacts to a colleague's computer.  Thanks

Exporting is never the correct way to create a PST file. You cannot send it
because Outlook has retained its lock on it.
Create a new PST file. Copy your data into it. Exit Outlook completely.
Then you can send it.
