Is there now way to share files back to Outlook 2000 from 2003?
If the .pst files are not compatible is ther another file format that will
allow me to share contacts with an older version of outlook?

Sure there is a way.
Don't export.
Instead use Outlook 2003 to create a PST file in "Outlook 97-2002" format.
The option is right there when you use File > New > Outlook Data File...
