Outlook: a built-in configurable contact duplicates merge feature

I've spent many hours researching duplicate merging for imported contacts,
and haven't yet found a solution that is rules-based, configurable,
inexpensive, and scriptable (VBScript or VBA). Will probably end up having to
develop a VBA solution myself. What would be coolest is if MS would make
available an open-source VBA framework for this.

What framework are you thinking of beyond what VBA already offers?
