How can I include all contacts with the same job title into one distribution
list?

I'd assign the same category to all of them, select the category, and use
Actions>New Message to Contact rather than a DL.

All are assigned the same Job Title.  When I select the job title and then
the action..new message to contact, all I get is the one person.

How do I select the Job Title category without opening a person's file open?

Are you displaying the contacts in a By Category view?

Why not just group by Job Title and avoid the duplication of effort involved in assigning categories that are the same as the Job Title?
