Can I use office to be a incoming phone line like vonage?

I know I can use outlook/office to make outgoing calls, can I use it to
recieve incoming calls?  I'd like to replace my vonage, especially if this
service is included in the software.

if you have a modem and driver that can receive calls, yes. But you need a
phone service as well.
