How can I get an outside line in calls from outlook?

I am trying to use Outlook 2003 to dial straight to my phone sitting next to
my desk in the office. It works for internal calls and for calls where I
enter '9' to get an outside line, but only when I add 9 to the front of the
number I want to dial. Can anyone tell me how to get this automatically?

Outlook cannot dial anything.  It uses the Windows dialer to perform this
function.  If you properly configure the Windows dialer, Outlook should
work.
