List of contacts does not list as Last,First

I'm using Outlook 2002 .
In the Contacts folder I have selected:  File As -->  Last name, First name.
In the Contacts folder, View: Phone list, I see the columns: File As
(Last,First) and Full Name: (First, Last).

When I write a new Email message and I click on To:, I get a Select Names
Window, where it shows the list of my contacts as the column Full name
(First name, Last name).
However I want to see the contact list as Last name, First name (as in File
As).
Is it possible to change the way it displays in the Select names Window?

Click Tools>E-mail Accounts>View or change existing directories or address
books>Next.  Select the Outlook Address Book service and click Change.
Select the desired option in the "Show names by" section at the bottom.
