display name view

I have checked to display my contact names by first then last.  But it is
doing it by last then first.  I have to manually open each contact and change
it.  I tested the setting by creating a new contact card with the setting
"file as first last" checked and it still does "last, first".  What gives?  
Outlook 2003.  Windows XP.   Thank you.

Specify the view to which you are referring.
Specify the field by which you are sorting.

I am in Contacts folder,  address card view,  "file as" field will not file
by first name even tho that is selected.  I have to manually do each one.

Then you must be talking about existing Contacts. Expected behavior.
What you set will only apply to new Contacts.
