How do I get Permission for contact folders

I am trying to get a small network of users (4 people) to share folders in
Outlook Contacts, but I can't seem to get "permission" to do this.  I have
tried each PC and permission does not appear as a tab or summary.  I do I do
this.  Thanks.

That tab won't appear without an Exchange Server. There are some other
sharing ideas here:

Russ,

Thank you for your reply.  Forgive my ignorance, what do you mean by
"repost"?  Let me give you a little more information, The office does not use
an Exchange server, it is on a simply network, and they have Outlook 2002.  
We simply want to be able to share contact and calendar informaiton.  I
appreciate your help.
