I have made several new categories in the Master Category list. When I assign
contacts to some of the categories and then view by category, Some of the
categories do not show up.

The Contacts folder shows you all your Contacts. It's not trying to show all
of the Categories.

If you have a Category "sexy" for example, unless someone's been Categorised
as "sexy" when you group the Contacts by Category, there will be no heading
for Sexy as it contains no-one.
