Public Folder Contacts

Hello,
I've created a new public folder, which list contacts.  For this new public
folder contact list I've created a custom view.  

1.  Is there a way for me to drag contacts from another contact list over to
my new public folder contact list and have the contact take on the new custom
view? Currently, when I try the contact does not take on the custom view I've
created for the contact list.

By "custom view," do you mean a custom form? If so, drag/drop won't do what you want. You need to change the MessageClass on the existing items to point to your new form's class. See http://www.outlookcode.com/d/newdefaultform.htm#convert for several tools and scripts to accomplish this.
