Set "File as" setting globally

We recently migrated from Lotus Notes.  Contacts that were migrated are
showing up as Last Name, First Name in the Contacts when composing e-mails.  
But if you edit a contact or create a new one, they then show up as First
Name, Last Name.  I need them to all show up the same (Last Name, First Name
is what I'm looking for).

I've read through the posts and have found that you can manually set the
contacts to show names by - File As and this solves the problem for that user.

The problem is I need to set this for all of my users (approx 200).  
Otherwise, their contacts are mixed and are impossible to search through when
some users have over 1,000.

Any thoughts on how I can deploy this setting?  We are using Outlook 2003
w/sp2 connected to Exchange 2003 Server w/sp2 as well.

I'm guessing this would be done in the .prf file that each user imports when
opening Outlook for the first time but I can't find the line of code to add
to this file.

Seems to me you should be looking at the sort order you specified for the
Outlook Address Book.
Tell us what that is.
