I am a bit confused. I used to be able to forward a Contact in Outlook 2003
by either using "Actions" - Forward or Forward as V-Card without the
information on the right hand side on the General tab. Now when I do it the
information remain in the contact. How can I forward the contact so that all
the information I typed for myself will not be sent?!

What you're describing as the old behavior was a bug. If you want to send a vCard without your notes, delete the notes content before forwarding the item or save the vCard .vcf file to your hard drive and edit it in Notepad before sending it as an attachment.
