Is there a way to import contacts from a pop3 account

A pop3 account is a mail account. It does not contain contacts.

There is an address book with our pop3.  Can this be imported to outlook?

No, there isn't.  There may be an address book available via the web
interface to your mailbox, but that's not the same thing as POP.

If the web-available address book is what you mean, then consult with your
ISP and ask them in what format(s) the address book can be exported and
choose one that Outlook knows how to import.
