On a new e-mail, I select To: but not all of my 'contacts' appear. How do I
resolve this?
The same is true when adding recipients to label lists using ProWrite.

You've posted no information that would permit an answer.
Post your Outlook version.
Post which Contacts are missing.
Post how you configured your Outlook Address Book.

The Address Book service will display only those Contacts for which an
electronic address (email address, fax number, or pager number) is defined.
Contacts with none of those items won't show.

Thanks Brian. I think that you have identified the problem. I will try a
'fake' address to see if it will work.
