Is there a setting in contacts to request a read receipt every time an e-mail
is sent to that contact? I've checked Slipstick and Microsoft's site but
came up with nothing.

No, there isn't.

Receipts are not contact-specific. You turn them on for all mesages or off
for all messages. However, before you click Send, you can click
View>Options and request (or disable the request for) a receipt on that
individual message.
