I want all new contacts to use "First, Last" as the "File As".
I changed the defaults in Tools -> Options -> Contact Options to "First M.
Last", also Tools -> Email Account -> Directory Services -> Contacts (show
names as First Last). It worked for manually typed contacts, however, it does
not work for imported contacts. All imported contacts have "File As" field
become "Last, First".

I tried to find help and online resources and confirm the steps I followed
is correct.

I am using Office 2003 and 2000.
