Set the dialing location for your operating system correctly.

..hmmm...my phone and modem control panel won't open. ideas as to why
is this the right place to set dialing location, anyhow

That's the right place. Why it won't open is anyone's guess. Probably ought
to ask that one in one of the OS groups.

Here is the solution that solved my problem(s):

1. Outlook contacts would not auto-format the phone numbers and th
phone number details dialogue box would not open.
2. Phone and Modem options in control panel would not open

SYMPTOMS
If you try to start the Phone and Modem Options tool in Control Panel
you receive the following error message:
Phone and Modem control panel can not be opened. You may have a proble
starting telephony service.

CAUSE
This issue occurs if the Telephony service is not started or is no
configured correctly.

RESOLUTION
To resolve this issue, configure the Telephony service to use a manua
startup type. To configure the Telephony service to use a manua
startup type, follow these steps: 1. Click Start, click Run, typ
services.msc in the Open box, and then click OK.
2. Double-click Telephony.
3. On the General tab, click Manual in the Startup type box, and the
click OK.
4. Restart the computer.
