State your version.
State what you did more clearly and completely.
Realize that there is never any reason to add a Personal Address Book. It
was replaced by the Outlook Address more than 7 years ago and is no longer
in use.

OL Version 11 SP1
I am a computer office tech for a farely large government and we use OL and
yes we use Outlook address book so user's can add Personal Contacts. although
ink order for them to view, this check box in properties SHOULD NOT BE greyed
out and is. Help suggested to add both address books then restart OL several
times. This is not working.

It works for everyone else.
We can't tell what you're doing wrong when you don't tell us clearly what
you're doing. We aren't there. You are.
Spell it out, step by step. The fact that you added both address books has
already muddied the waters.
