I'm attempting to move contacts from one computer to another. I have exported
a.pst file to a CD. When I try to import this .pst file on the new computer
into outlook, I get a message the "file access is denied, you do not have
permission to access this file"
Importing and exporting are not the correct way to transfer Outlook data.
They are the correct way to lose or corrupt data.
In the hopes that you have done neither, have you moved this PST file from
the CD to a hard drive and removed its read only attribute? Have you tried
opening it instead of importing it?
Do you still have a backup of your original PST file?

Yes, Russ I have unchecked the "read only" base on some other questions and
answers in the discussion. Then I did import the .pst file that was on my
hard drive. I think I didn't lose any data (hopefully).
Thank you sooo much. Do you have any other suggestions at this point? I
still have the.pst file on a CD burned on my other computer.

Did you find a solution to your problem; I am experiencing the same.

Answer to immediate question/problem is that the PST file needs to be copied
to a hard drive and the "Read-Only" attribute removed.
If you've also "exported" to a PST file with the intent of "importing" that
resulting file - absolutely wrong approach. Not necessary and ill-advised.
Can only lead to potential problems either now and/or in the future. Simply
copy the original PST file "from" old machine "to" new machine. If done via
CD - do the above to clear the RO attribute.
