Post your Outlook version when you have a question.
Examine the setting for your Outlook Address Book more carefully and state
how many Contacts Folders appear there.
Use Folder List view in Outlook and state how many Contacts Folders you have
in your profile.

Microsoft Office Outlook 2003 with SP2.
When I click on Contacts (lower left of screen) the folder list only shows 1
contacts folder. There are no contacts folders listed under achived either.

I asked you to use Folder list view to see if you have an additional
Contacts Folder or Personal Folders file.
I asked you to examine the settings in the Outlook Address Book to see how
many Contacts Folders it is displaying.

I did go under Folder List View and all it gives me is the 1 Contacts folder
which is not the one it gives me options from when I want to selects someone
from the "TO:" list. There are some addresses that I see when I go under the
"TO:" list when I want to send a new email that are are not on the "Contacts"
screen and there are some addresses that are on the "Contacts" screen that do
not show up when I want to select an address under "TO when I want to send a
new email.
Also, I am assuming from your second statement that it is referring to what
I said in my initial question which was: "When I go to: Tools-Email
Accounts-View or change existing directories or address books- It shows me
that there is 1 item which is the OUTLOOK ADDRESS BOOK MAPI. When I double
click on the OUTLOOK ADDRESS BOOK MAPI it brings up another window that says
CONTACTS: PERSONAL FOLDERS". If this is not what you are referring to,
please explain what you want better and how I can get you that info.

Then if your description is accurate, the Contacts Folder you are displaying
in the Outlook Address Book is not the same one you are viewing Outlook.
Only you can figure out why that is. The Outlook Address Book cannot display
any Contacts Folder that does not exist in your profile.
If you can't figure it out, just remove the Outlook Address Book Service,
restart Outlook, and re-add it. That will reset the connection. But you must
have some other Contacts Folder somewhere.
What steps did you use to produce this problem?

I had a problem a month ago or so with Outlook giving me error messages. I
was told to remove the program and then reinstall it and so I did that.
After I reinstalled it is when I started to have problems with the contacts
no being correct.

I did go in through EXPLORE and then into the Outlook Express folder and
found 1 "WAB Address Book". When I opened the book I saw that it is an old
address book (missing some contacts and it had some that I deleted some time
ago". Could that be part of the problem?

No way. The WAB has nothing to do with Outlook.
From the steps you've now provided I would conclude you have a corrupt
profile. If resetting the Outlook Address Book Service does not work, create
a new profile from scratch, connect it to your current PST file as its
default (http://office.microsoft.com/en-us/assistance/HA010771141033.aspx)
then make sure your _one and only_ Contacts Folder is enabled as an email
address book.

Russ,
Thanks for your help. I did go in and delete the address book and it
worked. My Outlook is now as it was. I can not figure out how it was so
messed up but it is right now and that is what matters.

If you have Contacts in the Contacts folder but they are not accessible when
you click on the To button, check these settings:
Make sure the Contact folder is enabled as an email address book. Right
click the Contacts folder, choose Properties then Outlook Address Book. Is
the box to enable as email address book is checked?
If this is grayed out...
Go to Tools | Email Accounts, choose View or change existing directories or
address book. Is the Outlook Address Book present? If it isn't listed, add
it and close and restart Outlook. If it is listed, then remove it and close
then restart Outlook and repeat these steps to add it.

When I right click on the contacts folder and then go under Properties it
does show that
"Show this folder as an email address book" is checked and the name of the
address book is Contacts.
