Why doesn't contact categories work properly?

I am working with Outlook Basic 2003.  In a previous version, I was able to
filter my contacts by using the category feature.  I have recently upgraded
to Outlook Basic 2003.  I have added categories, and assigned categories to
each contact.  When I try to filter my address book by category, in some
cases, a few contacts are listed.  In other cases (categories), no contacts
are listed.  

In the end, I want to send e-mails to certain categories of contacts.  
However, the fact that Outlook won't recognize these categories is a real
problem.

No version of Outlook has ever sorted or filtered the address book by
Category.
You do this in the Contacts Folder view.
