Sharing of Outlook Contacts

I have a work computer running Win XP that is networked to
4 other computers.  None act as a server at this time.

There are 20 user accounts set-up, and each is using
Outlook 2000.  I was wondering if there is a way for all
20 accounts to share a contact list, so that if we update
1 list, it updates everyones contact list.  

Additionally, there are 4 other computers networked
together (with the above mentioned computer), can they all
share a contact list as well?

If we were able to do this, would each individual be able
to add their own contacts?
