I don't see any Action | Add New Contact command when I'm looking at the list of contacts in a public folder. Where are you seeing that command?

There is an "Actions" Menu in Outlook 2003. One of the sub menus is "New
Contact". You could also press "Ctrl N" or "right click New Contact".
Theres no need to get entirely specific on what I have written you know what
I mean. Please have a go at answering my question.

Again, I don't see that when I'm looking at a public contacts folder. Ctrl+N, yes, but not Actions | New Contact. That's why I'm trying to pin down the exact steps you're following.
