I have gone in loops all over the microsoft site and the rest of the
internet. eveything says you need outlook connector. okay, fine. then you try
to find it on the premium site and it's nowhere to be found. so the first
question I have is:
1) where the heck do i download the connector?
2) if i am already paying for hotmail plus and i have paid for outlook and
office on my pc, why the hell do i need something else to make hotmail and
outlook jive? microsoft does own both programs right?

I'm not sure about this but have you tried just adding an HTTP mail account
here: Tools menu > Email accounts?

Yes, I did that. I can access my emails from hotmail in outlook but my
contacts do not exist in outlook.

I think you need the connector for that. I'll see if I can find any info
about it

Hotmail plus gives you HTTP (webdav) access - that does not support using
hotmail's contacts. The connector works only with MSN premium and Outlook
live accounts and allows you to sync hotmail contacts, tasks and notes along
with the mail.
The reason you would need to pay for the connector is because Microsoft
sells different levels of support - hotmail plus is a basic level, outlook
live is higher and msn premium is even higher.
