problems with address book and outlook

I am using microsoft outlook for email management. However, my address book
appears to be empty eventhough I have about 1000 contacts. I have tried to
uninstall and re-install outlook, and the problem persists. I have tried to
delete the address book and add it (tools, email account, add address
book...)

It would not bother me too much, but each time I have to write a new email,
I have to open up the contact file in order to obtain the email address. If
I click on the "to:" button, the address book dialogue opens, but is empty.

I now think I have to do something to my windows operating system??

any suggestions?

You did not even post your Outlook version.
There are literally thousands of posts in this group that tell you how to
configure your Outlook Address Book. Find one that applies to your version.
