I tried it with my Outlook contact list in Outlook 2003 and it worked.
Select every column and row and press Ctrl-A.
Paste in Excel.

Create a new PST (File>New>Personal Folders File). This will add the PST to
Outlook 2000. RIght-click and drag your Contacts folder to the PST. Choose
Copy. When the copy completes, close the new PST with right-click>Close.
Close Outlook.
Transport the PST to your Tablet, placing it in any folder that doesn't
already contain a PST of that name. Make sure it is not read-only. Start
Outlook. Click File>Open>Outlook Data File, browse to that PST, select it,
and click OK. You'll now have access to the Contacts folder it contains.
Open that folder, select everything with CTRL-A, right-click the selection,
and drag it to your default Contacts. Choose Copy. Close the PST. All
done.
