How can I transfer my address book to a new email account on Outlo

I'm going to be moving soon and will have a new ISP and email address.  How
do I make sure I don't lose my address book with all of my contacts?  Is all
of this safely on my harddrive, and what is the process (if any) of making
sure all of this information is available when I begin using Outlook with my
new email account?
