How do you permanently change Country/Region under contacts?

I'm in Outlook, Contact, New contact, under Country/Region, Businesss numbers
are not set out correctly.  22 44 66 01 instead of (02) 8908 4013.
When I click on tab "Business" it brings up Country/Region as France?  How
this happened I do not know.  It should read Australia.  I have tried to
change it and I do but it does not take the change permanently only a thte
time.
I have been into Control Panel, Regional settings also.
Would appreciate your assistance. Thx Deb

Did you set your default dialing location correctly for your operating
system?
