I am trying to share my contacts list (in outlook 2002) with a co-worker but
do not have owner permission on folders i have created. How can I get owner
permission so i may allow access to my contacts?

This is the default Contacts folder in  your Exchange mailbox? You definitely have owner permission on it, because you're the mailbox owner.
