Why can't I get a CONTACTS folder when I create a new .PST

I'm trying to create a .PST file for my Mother-in-Law (some danger involved
here).

When I create the file, and open it in Outlook, there is no CONTACTs folder.
I've looked through help, and anyplace else I can find.  no joy in the text.

Any help?  Why isn't there a contacts folder in the .pst file?  How can I
make it happen?

I tried creating a "contacts" folder, but it really isn't a contacts folder.

If Outlook 2003, click on the folders icon, not the mail icon.

I fixed it - really stupid.  Needed to do "file, new" and specify that I
wanted a folder to store contacts.

Really stupid, but working now.

VERY common - even when in the classroom I show people how to do it, they
race ahead and make email folder after email folder!

When you first add a PST, if it is not the default delivery location, it
will contain only the Deleted Items folder.  You can either add a Contacts
folder yourself (File>New>Folder), or make the new PST the delivery
location.  That will cause Outlook to populate it with all the default
folders.
