How do you change the default display form?

I have modified some of the data that goes into my contacts database, and am
trying to modify the form the data is displayed in when I double-click the
contact. I've made the form changes, published it, but when I double-click
on the contact, the Outlook default form keeps coming up.

I'm using Outlook 2003 11.8002.6568 SP2
