If I look at my contacts in the contacts folder they are all there.
When I am composing an email and click the To: field, there are no
contacts there. Empty. Blank.  Any suggestions?  Thanks in advance.

Suggest configuring your Outlook Address Book.
You did not post your version, so I'll assume you know how.
