Add Outlook contacts to GAL in WS2003SBSpremium

A client with Office Outlook 2003 contains a Contact list (.pst) of about
1,000 entries..
This client is now joined to a WS2003SBS premium domain - and we want to add
that contact list to the Global Address List on the server..
How do we do that..?

You don't - the GAL only contains addresses for active mailboxes.  You can
create a public contact folder and copy the addresses from this one user to
the PF and give everyone permissions to read that folder.

It is a part of software that I use to answer news group posts - "OE
Quotefix."  I have personalized the quoting to suit my rather odd sense of
humor.  You will see that other software also has this option to change the
quoted header for replies.
