create new distribution list in global address lists in exchange

. need to setup new distribution lists in global address list on exchange
server 2000.
I have checked all categories at the exchange server and have been unable to
create the list in exchange. Properties window displays "you cannot create
distribution lists in this category"
I am logged on administrator. Help

Try asking in the microsoft.public.exchange.admin group. THis group is for Outlook client contacts questions.
