Replacing contacts with new file

In Pegasus Mail we have a company Address Book.  We wish to migrate this to
Outlook 2003 so all users will have it but we don't have Exchange Server.
We know we can export the data as a .csv file, create a new contacts folder,
and import the .csv file to each user's Outlook.
It appears that import does not replace the contents of the contacts folder,
only adds to it.  Thus when we update the central .csv file to delete
employees who have left they will still stay in the contacts folder when the
new file is imported.
Is there any way to make Outlook 2003 replace the contents of the contacts
folder on import rather than merging ?

Outlook has no built-in feature to do that, but it could be done with code.

A better solution, though, would be to establish a live shared address book. See http://www.slipstick.com/addins/groupcontacts.htm for possible solutions.
