Outlook Express: Weird New File

I am using OE6 on a Win XP Home PC.

Whenever I add a new contact to the address book and then
close OE a file appears on the desktop. It's name is shown
as "~" (a tilde) and it has no extension. If I open it
with notepad it seems to contain the entire contents of
the address book. Deleting it does not seem to cause any
problem.

This is very repeatable and having to delete the file
every time is getting annoying..!

Any ideas why this is happening..? and what I could do to
stop it..?

Chris, this is an OUTLOOK ng, not OUTLOOK EXPRESS.  You question will
be better served in the appropriate ng.
