Can not get micro phone to work when placing a call in ms outlook

I can hear the person on the phone , but they can,t hear me.

Expected.
Outlook uses the Windows dialer which has no support for voice modems.

None that I know of. I would look to see if any of the third party voice
modem software has a feature to use your Outlook Contacts as a data source.
